Appropriates $100,000 in fiscal year 2026 to the Direct Care and Treatment executive board for planning a state-operated locked psychiatric residential treatment facility (PRTF), available until June 30, 2027

Requires a report to legislative human services committees by March 1, 2026 on the locked PRTF plan, including location analysis (metropolitan vs. rural), estimated construction costs, ongoing maintenance costs, and potential reimbursement from Medical Assistance, MinnesotaCare, and private insurance

Reduces fiscal year 2025 psychiatric residential treatment facility start-up grants from $1,000,000 to $900,000

Adjusts the total Child Mental Health Grants appropriation for fiscal year 2025 from $37,934,000 to $37,834,000
