Requires all applicants for Minnesota driver's licenses and identification cards to provide proof of lawful presence in the United States, adding this as a new eligibility requirement

Eliminates the "noncompliant" license category that previously allowed applicants to obtain licenses without demonstrating U.S. citizenship or lawful presence

Removes prohibitions on license/ID cards displaying indicators related to the holder's lawful presence or citizenship status

Allows the commissioner and driver's license agents to share data on noncompliant license holders with federal immigration enforcement agencies pursuant to valid search warrants or court orders (previously prohibited entirely)

Effective October 1, 2025, for all driver's license and identification card applications submitted on or after that date
