Establishes a resilient pavement program requiring the Commissioner of Transportation to provide supplemental funding for trunk highway projects that extend pavement design life from 20 years or less to at least 50 years

Eligible projects must demonstrate a cost effectiveness ratio of 2 or greater, calculated by comparing the cost-per-year of baseline pavement versus modified longer-lasting pavement

Program funds may cover up to 110% of the difference in pavement costs between the modified and baseline project designs, with no funds allowed for program delivery/administration

Limits metropolitan district projects to no more than one-third of total program funds over a rolling three-year period

Appropriates $150,000,000 as a one-time general fund allocation in fiscal year 2027, available until June 30, 2035
