Deputy registrars will receive quarterly payments for no-fee vehicle transactions: $9 per registration renewal and $13 per other transaction, funded from the driver and vehicle services operating account, effective July 1, 2025

Online renewal of REAL ID-compliant and noncompliant driver's licenses and ID cards will be established for applicants with no identity changes, a photo on file within 5 years, and a vision exam certificate completed within 2 years, effective January 1, 2026

50% of filing fee revenue from online license renewals must be distributed annually by July 31 to full-service providers and driver's license agents, proportionally based on their transaction volume

Commissioner of Public Safety must report to the legislature by February 15, 2026 on expanding online and mail services, including analysis of photograph submission procedures, vision exam requirements, and fee-sharing impacts on service providers

Driver's license examination requirements are modified to allow vision examination certificates from licensed physicians or optometrists (including those licensed outside the U.S.) as an alternative to in-person vision tests
