Requires photo identification to vote and register to vote, with acceptable forms including Minnesota driver's license, state ID, military ID, tribal ID, or a new free voter identification card issued by the Department of Public Safety starting June 1, 2027

Eliminates same-day voter registration vouching system where registered voters could vouch for another voter's identity and residence

Establishes new witness requirements for absentee ballots, requiring witnesses to be registered Minnesota voters, notaries, or individuals authorized to administer oaths, and to verify voter's proof of identity and residence documents

Appropriates $608,000 for voter registration system programming, $1,360,000 for public education campaign, and ongoing funding for free voter ID cards, with most provisions effective June 1, 2027
