Allows the second-place vote-getter from the most recent general election to fill a legislative vacancy when the vacancy results from a successful election contest based on candidate misconduct

Adds two new grounds for office vacancy: being found ineligible to hold office, or committing a significant and material violation of campaign finance laws (sections 10A.173 to 10A.177)

Requires the House chief clerk or Senate secretary to immediately notify the Secretary of State when a legislative vacancy is declared due to ineligibility or disqualification

Secretary of State must issue a certificate of election to the second-place finisher on the third day after receiving vacancy notice, unless an election contest is filed within two business days

Eliminates the requirement for special elections to fill these specific types of legislative vacancies, except when no other candidate from the most recent general election is available
