Repeals Minnesota Statutes section 289A.51, which established a rebate program for electric-assisted bicycle purchases offering up to $1,500 per eligible individual

Eliminates the income-based rebate structure that provided 50-75% coverage of e-bike costs for residents with adjusted gross income below $50,000 (joint filers) or $25,000 (single filers)

Ends the $4 million appropriation allocated for the program, which was capped at $2 million in rebate certificates annually for 2024 and 2025

Takes effect the day following final enactment, prior to the program's scheduled sunset date of June 30, 2026
