Increases special education initial aid for Independent School District No. 709 (Duluth) by $500,000 annually beginning in fiscal year 2026 to correct for changes not included when the 2016 special education base was established

Appropriates $500,000 in FY2026 and $500,000 in FY2027 from the general fund for the special education base adjustment

Creates a supplemental special education aid of $1,000,000 in FY2026 and $1,000,000 in FY2027 specifically for Duluth Public Schools

Total appropriation for the district is $1.5 million per year for fiscal years 2026 and 2027 ($3 million total over the biennium)

Requires the Department of Education to add the $500,000 adjustment to Duluth's special education initial aid calculation under Minnesota Statutes section 125A.76
