Increases the general education basic formula allowance with higher inflation adjustments: 4% minimum (up to 5% cap) for fiscal year 2027, then 2% minimum (up to 3% cap) for fiscal year 2028 and later

Raises the special education cross subsidy aid factor from 50% to 90% for fiscal year 2027 and later, increasing state reimbursement to districts for special education costs exceeding revenue

Increases English learner cross subsidy aid from 25% to 90% of the difference between district expenditures and revenue for qualifying English learner services

Links extended time revenue to the basic formula allowance starting in fiscal year 2026, allowing the per-pupil amount to increase automatically as the formula allowance rises

Allows school boards to renew voter-approved operating referendums by board action more than once (removes the one-time renewal limit) and expands compensatory revenue eligibility to include students identified through both direct certification and applications for educational benefits
