Authorizes the Minnesota Transportation Commissioner to establish a permit process for local governments to place automated license plate readers within trunk highway rights-of-way

Grants the Commissioner authority to specify requirements for such permits to protect public safety and ensure proper highway function

Amends Minnesota Statutes section 161.434, which governs limited use of interstate and trunk highway rights-of-way

"Automated license plate reader" is defined by reference to existing statute section 13.824, subdivision 1

Effective the day following final enactment
