Major decisions covered include: operating and capital budget development, applying for or accepting state/federal/private grants, selecting grant recipients, and decisions on tax abatement, tax increment financing, or public infrastructure for private developments

Exempts from the lobbying definition: submitting grant applications, responding to RFPs, and purely administrative or technical communications about such submissions

Excludes from "major decision" definition: routine purchases of goods/services within existing budgets, collective bargaining of labor contracts, and litigation discussions between parties and political subdivisions
