Exempts construction materials, supplies, and equipment from Minnesota sales and use tax for two projects in Watertown: a new water tower (purchases May 1, 2024 through January 31, 2026) and a wastewater treatment facility (purchases March 1, 2022 through June 30, 2025)

Sales tax must still be collected at point of sale, then refunded to the city through the state's existing refund process for local government construction projects

Refunds cannot be issued until after June 30, 2025

Appropriates funds from the general fund to the commissioner of revenue to pay the refunds

Effective retroactively for qualifying purchases made after February 28, 2022, and before February 1, 2026
