Narrows the definition of "moist snuff" to include only finely cut, ground, or powdered smokeless tobacco intended for oral use, removing the phrase "or similar product containing nicotine"

Removes "moist snuff" from the list of products explicitly included in the broader "tobacco products" definition, while retaining nicotine solution products

Amends Minnesota Statutes 2024, section 297F.01, subdivisions 10b and 19, which govern tobacco product taxation

Both definitional changes take effect July 1, 2025
