Prohibits the Commissioner of Transportation from reducing, closing, or removing any travel lanes on Interstate Highway 94 between Minneapolis and St. Paul

Bans expenditure of any funds to study, analyze, promote, review, consult, or propose boulevard or land bridge designs for I-94

Prohibits adopting a boulevard or land bridge design even if the commissioner determines redesign or modification of I-94 is necessary

Exempts lane reductions or closures needed for resurfacing, reconstruction, maintenance, or emergency purposes

Effective the day following final enactment; amends Minnesota Statutes section 174.03 by adding subdivision 13
