Expands felony election bribery to cover inducing individuals to register to vote or sign election-related petitions during the absentee voting period through election day, in addition to existing prohibitions on paying voters to refrain from voting or vote a particular way

Adds "provides a chance to win" to the list of prohibited inducements, alongside money, food, liquor, clothing, entertainment, and other things of monetary value

Prohibits knowingly soliciting or accepting an "opportunity to win" anything of value that constitutes a prohibited election-related disbursement

Authorizes the attorney general or county attorney to pursue civil enforcement of these provisions under Minnesota Statutes section 8.31

Effective August 1, 2025, applying to crimes committed on or after that date
