Establishes a Commercial Driver Training Assistance Program with $6,000,000 appropriated in fiscal year 2026 (available until June 30, 2028) to provide financial support for individuals seeking commercial driver's licenses

Financial assistance covers tuition, books, course materials, fees, and a living expense stipend for eligible Minnesota residents who are U.S. citizens, at least 18 years old, with valid driver's licenses and no suspensions/revocations in the past five years

Recipients must complete training, obtain a CDL within six months, and work for a registered employer for at least one year within 24 months of training completion; failure to meet terms requires prorated repayment

Expands third-party testing authority to allow testing programs to administer CDL road tests for students enrolled in public, private, or commercial driver education programs (previously limited to school bus drivers)

Adds statutory definition of "road test" as the physical demonstration of skills and ability to safely operate a motor vehicle, including vehicle and equipment inspection
