Adds "drilling machine" as a defined term in Minnesota transportation law, meaning motorized equipment mounted on trucks, trailers, crawlers, or skids used to excavate, drill, or bore wells, including cable tools, hollow rods, augers, and rotary tools

Authorizes haulers of drilling machines to obtain $120 annual oversize vehicle permits valid for up to 12 consecutive months, adding them to the existing list of eligible equipment types (mobile cranes, construction equipment, manufactured homes, etc.)

Allows drilling machine operators to obtain alternative annual permits for overweight or oversize/overweight vehicles with fees ranging from $200 (90,000 lbs or less) to $900 (145,001-155,000 lbs)

Both sections take effect the day following final enactment
