Requires the Commissioner of Transportation to calculate and report an asset sustainability ratio (ASR) for pavements each fiscal year, calculated as total mile years added divided by total system mileage

Establishes mandatory ASR targets for the state pavement system: minimum 0.65 by 2027, minimum 0.75 by 2029, and minimum 0.85 by 2031 and thereafter

ASR calculations must follow criteria developed by the commissioner and documented in the Pavement Design Manual

Annual ASR results must be included in the department's annual transportation system performance report
