Adds reallocated efficiency savings from MnDOT's 15% efficiency requirement as an eligible funding source for the Corridors of Commerce trunk highway program

Changes language from permissive ("are used") to mandatory ("must be used") for directing efficiency savings toward trunk highway construction, maintenance, or rehabilitation

Removes specific reference to "roads and bridges" and instead directs efficiency savings to the Corridors of Commerce program under section 161.088

Effective July 1, 2025, applying to funds reallocated on or after that date
