Requires the Commissioner of Public Safety to adopt rules mandating work zone and road construction worker safety instruction in all driver education programs at public schools, private schools, and commercial driver training schools, effective July 1, 2026

Mandates that the state driver's manual include a section on work zone safety covering traffic laws, speed limits, speeding surcharges, work zone markings, distracted driving dangers, and lane merging best practices, effective the day after enactment

Adds work zone safety knowledge to the required subjects on the driver's license examination, including speed limits, markings, vehicle operation requirements, and distracted driving in work zones, effective January 1, 2027

Appropriates an unspecified amount from the driver and vehicle services operating account in fiscal year 2026 to the Commissioner of Public Safety for rulemaking and implementation costs, available until June 30, 2027
