Establishes the Minnesota Civic Fund program, providing $100 in annual credits to registered voters and eligible residents that can be assigned in $25 increments to qualified state candidates or political party units

Candidates must meet small contribution thresholds to qualify for the program: $35,000 for governor/lieutenant governor, $15,000 for attorney general, $6,000 for secretary of state and state auditor, $3,000 for state senate, and $1,500 for state house candidates

Sets the redemption value cap at 8% of total credits issued annually, with automatic increases of 2% when redemption exceeds 75% of the cap, up to a maximum of 16%

Repeals the existing political contribution refund program (currently up to $75 per individual/$150 per couple) effective January 1, 2028, with refund receipt forms prohibited after December 31, 2027

Requires the Campaign Finance and Public Disclosure Board to conduct a public education campaign focused on lower-income communities, with grants available to community organizations for outreach
