Commissioner of Human Services and Commissioner of Transportation must implement one or two pilot programs by January 1, 2026, for a web-based single administrative structure for nonemergency medical transportation under Medical Assistance and MinnesotaCare

Each pilot program must include at least two non-metropolitan counties and operate for three years from implementation date

Web-based system must provide bidirectional payer-provider communication, client access to ride scheduling and real-time trip monitoring, real-time eligibility determination, on-demand reporting, and expedited provider payments

System must collect feedback and complaints regarding inappropriate level of needs determinations, transportation modes, and access interference

Commissioner must submit annual reports to relevant legislative committees beginning February 1, 2027, and each year thereafter while pilots are in effect
