Makes the Minnesota paramedic scholarship program permanent by removing the June 30, 2026 expiration date and changing the one-time scholarship provision to an annual program providing up to 600 scholarships each year

Appropriates $3,200,000 in fiscal year 2026 and $3,200,000 in fiscal year 2027 from the general fund, with $3,000,000 designated for scholarships, $100,000 for promotion and recruitment, and $100,000 for administration

Converts the reporting requirement from two specific dates (February 1, 2025 and February 1, 2026) to an ongoing annual February 1 deadline

Requires reports to include information on eligible postsecondary programs, paramedic workforce demand data, and scholarship statistics disaggregated by year, institution, and recipient demographics

Codifies the program into Minnesota Statutes as section 136A.1278, moving it from temporary session law to permanent statute
