Prohibits pet shops from selling, offering to sell, bartering, auctioning, or otherwise transferring ownership of dogs and cats, effective August 1, 2026

Allows pet shops to provide space for 501(c)(3) nonprofit humane societies, animal control agencies, or rescue organizations to offer animals for adoption, but pet shops cannot have ownership interest in those animals or receive fees for the space

Grandfathers existing pet shops that have operated for at least one year before the effective date, allowing continued sales only if animals are obtained from state-licensed or USDA-licensed breeders and the breeder's license number is disclosed in advertisements and on display cages

Requires pet dealers to provide purchasers with copies of all state or federal inspection reports for the animal's breeder from the preceding three years

Establishes civil penalties of up to $1,000 per violation, with each animal transfer counting as a separate violation; pet shops grandfathered under the exception lose their ability to sell animals after three violations
