Expands the definition of "highway purposes" to include multimodal infrastructure within highway rights-of-way for transit, active transportation, and greenhouse gas emissions reduction

Removes five items from the list of prohibited highway fund expenditures: Minnesota Safety Council, driver education programs, Office of Transit and Active Transportation, Office of Passenger Rail, and public electric vehicle infrastructure

Maintains prohibitions on using highway funds for Bureau of Criminal Apprehension laboratory, Explore Minnesota Tourism kiosks, Office of Emergency Medical Services, and tourist information centers, among other items

Amends Minnesota Statutes section 161.045 governing the Highway User Tax Distribution Fund and Trunk Highway Fund appropriations
