Extends the five-year rule for Tax Increment Financing District No. 31 in Moorhead from 5 years to 10 years under Minnesota Statutes section 469.1763, subdivision 3

Extends the period for using tax increment after the five-year period expiration from 5 years to 11 years under subdivision 4 of the same statute

Effective date is contingent upon the city of Moorhead's governing body and chief clerical officer complying with local approval requirements under Minnesota Statutes section 645.021
