Appropriates $19 million annually for fiscal years 2026-2027 (with $19 million base for FY2028 and beyond) for full-service community school grants to districts and charter schools

Provides up to $100,000 per school for one year of planning activities and up to $200,000 annually per school for up to three years of implementation

Revises leadership team requirements to specify minimum membership of 12 members including at least 2 parents/guardians/family members/students, 2 teachers/school leaders, the principal, and community representatives

Expands definition of "community organization" to include community centers, universities, and nonprofits focused on serving specific geographic areas with at least three years of existence

Establishes funding priorities favoring existing full-service community school sites with demonstrated readiness, then schools identified as low-performing under the Every Student Succeeds Act, then other applicants
