Public water districts, sewer districts, and combination water/sewer districts established under Minnesota Chapter 116A would be authorized to install water and sewer lines within public road rights-of-way

Ancillary infrastructure related to water and sewer systems would also be permitted in public road rights-of-way

These districts would be subject to the same requirements as other utilities, including not interfering with traffic safety and complying with local government regulations

Prior notification to county, town, or city governing bodies would be required before construction or major repairs involving extensive excavation, unless waived
