Creates the new Minnesota Partition Act (Chapter 558A) governing partition actions for jointly-owned real property, effective August 1, 2025, replacing the existing Chapter 558 framework for cases filed on or after that date

Allows joint tenants or tenants-in-common to bring partition actions seeking sale of property with proceeds divided, partition in kind (physical division), or other equitable remedies; courts may appoint 1-3 disinterested referees to conduct sales or divide property

Requires courts considering partition in kind to weigh multiple factors including whether property can practicably be divided, impact on fair market value, duration of family ownership, sentimental/ancestral attachment, current lawful use, and each party's contribution to taxes and maintenance

Modifies eminent domain notice requirements to clarify that appeal notices must be served on persons shown in the petitioner's affidavit of mailing rather than all respondents with parcel interests, and allows service by E-Service in addition to mail

Amends Laws 2024, chapter 91 retroactively to April 27, 2024 to clarify that transfer on death deed insurance provisions do not apply to deeds recorded before August 1, 2024 unless the grantor owner provides specified notice
