Campaign Finance and Public Disclosure Board must publish a plain-language lobbying handbook on its website explaining lobbyist registration requirements, dollar amount thresholds, and activities that count toward those thresholds

Handbook must address registration rules for government employees and clarify differences between lobbying the legislature, executive branch, political subdivisions, and Public Utilities Commission

Board must regularly update the handbook to reflect changes in statutes and rules

Development and updates must include consultation with non-professional registered lobbyists, including those from nonprofit organizations, small organizations, and organizations led by Black, Indigenous, and people of color

Effective the day following enactment, with handbook publication deadline of January 15, 2026
