Establishes prioritized districting principles for congressional and legislative districts, including equal population requirements (congressional districts must be nearly equal; legislative districts may deviate up to 3% from ideal population)

Requires districts to provide equal opportunity for racial, ethnic, and language minorities to participate in the political process and elect candidates of their choice

Prohibits redistricting plans from purposely favoring or disfavoring any candidate or incumbent

Mandates that the proportion of districts favoring each political party must correspond closely to statewide voter partisan preferences, with no more than 3 percentage points deviation, calculated using precinct-level data from statewide elections in the preceding six years

Protects federally recognized American Indian Tribal reservations from division unless portions are non-contiguous or the entire known population remains within a single district
