Metropolitan Council may enter construction or maintenance contracts through direct negotiation by obtaining two or more quotations, without competitive bidding, for projects below the threshold in section 161.32, subdivision 2

Bid preferences for small targeted group businesses and veteran-owned small businesses are changed from a fixed 6% to align with percentages specified in sections 16C.16 and 161.321

Council may award contracts directly to designated small targeted group and veteran-owned businesses without competitive solicitation, up to the dollar threshold in section 16C.16, subdivision 6, paragraph (b)

Subcontracting goals for small business participation are expanded from construction contracts only to include all contracts, with at least 75% of subcontract value required to be performed by the awarded business or another qualifying small business

Working capital fund eligibility is updated to reference current federal regulations (49 CFR 26.5) for disadvantaged business definitions, and applies to the seven-county Twin Cities metropolitan area
