Expands permissible uses of Minnesota's remediation fund to allow the Pollution Control Agency to reimburse emergency response training centers for PFAS contamination cleanup costs from firefighting foam use

Eligibility limited to training centers that stopped using PFAS-containing firefighting foam on or before January 1, 2015, with reimbursable costs dating back to January 1, 2023

Reimbursable expenses include investigation work plans, remediation and monitoring efforts, planning and engineering studies, legal costs, and other commissioner-approved activities

Appropriates $1,000,000 in fiscal year 2026 from the environmental fund for grants to state colleges or universities eligible for PFAS remediation cost reimbursement

Grant preference given to institutions enrolled as cooperative responsible parties in the Pollution Control Agency's remediation program
