Commissioner of Human Services must submit a report by March 15, 2027, to legislative committees on any proposed collective bargaining agreement with individual providers of direct support services in covered programs under Minnesota Statutes section 256B.0711

Report must estimate reimbursement rates, enhanced rates, tiered rates, individual budgets, grants, and allocations resulting from wage floor increases, paid time off increases, holiday pay adjustments, other benefits, and associated employer tax costs (FICA, Medicare, unemployment, workers' compensation, retirement contributions)

Calculations must assume all employers will receive rate increases equal to the full incremental cost increases in the collective bargaining agreement, with no assumption that employers will absorb any costs or that some providers already meeting wage floors will be unaffected

Report must include the total appropriation necessary to implement the calculated rate increases and identify statutory changes needed for implementation

Commissioner may include alternative rate estimates and recommendations if the commissioner believes different rates would be sufficient to implement the proposed collective bargaining agreement
