Requires the Commissioner of Education to adopt and provide a nationally recognized college entrance exam (such as ACT or SAT) at no cost to all students in grade 11 or, if deferred, grade 12, beginning in the 2026-2027 school year

Replaces the state-developed high school life sciences assessment with the science portion of the nationally recognized college entrance exam for meeting federal accountability requirements in English language arts, math, and science

Eliminates the previous requirement that only students eligible for free or reduced-price meals receive state-funded exam fees, extending free testing to all students regardless of income

Requires Minnesota State Colleges and Universities to exempt students from remedial coursework if they achieve college-ready ACT or SAT scores, and to consider these scores in admission decisions

Mandates the commissioner create a webpage with information on exam content, structure, and preparation resources for students and parents
