Amends Minnesota's state grant program to change tuition and fee maximum references from "public two-year institution" to "Minnesota state college" and from "public university" to "Minnesota state university" for calculating cost of attendance allowances

Students enrolled in eligible institutions during the 2025-2026 school year or earlier receive a grandfathered tuition and fee maximum for four-year programs equal to the highest tuition and fees at any public university, applicable for fiscal years 2027 through 2032

Cost of attendance calculations are prorated for part-time students based on the ratio of enrolled credits to full-time credits

Students confined to Minnesota correctional institutions receive only the tuition and fee component with no living and miscellaneous expense allowance

Effective date is July 1, 2026, for the 2026-2027 school year and later
