Repeals Minnesota's entire tax on illegal cannabis and controlled substances (Chapter 297D), which currently imposes $3.50 per gram on illegal cannabis and $200 per gram on controlled substances

Removes felony violations of the drug tax law (section 297D.09) from the definition of "criminal act" under Minnesota's racketeering statute

Eliminates the existing requirement that dealers of illegal drugs purchase and affix tax stamps to their products, along with associated penalties of up to 7 years imprisonment and $14,000 fines for non-compliance

Repeals confidentiality provisions that protected drug tax information from disclosure and from use in criminal prosecutions

Effective date: August 1, 2025
