Prohibits the Commissioner from advertising, promoting, or referring to the $1 deputy registrar surcharge or the fee difference between in-person and online transactions on vehicle registration renewal notices, accompanying materials, or the DVS website (except at payment completion)

Maintains existing filing fee structure: $8 for vehicle registration renewals and $12 for all other vehicle transactions including motor carrier fuel licenses and pro rate transactions

Retains current fee allocations: $6.50 to driver and vehicle services operating account and $1.50 to technology account from renewal fees; $3.50 to general fund, $7 to operating account, and $1.50 to technology account from other transaction fees

Deputy registrars continue to assess a $1 surcharge on every transaction, deposited in their local treasury or retained if the registrar is not a public official

Effective October 1, 2025, for renewal notices issued on or after that date
