Increases total annual state aid to Minnesota towns from $10,000,000 to $11,500,000, a 15% increase, effective for aid payable in calendar year 2026 and thereafter

Changes the town aid distribution formula from a fixed calculation (multiplying factors by 0.0045) to a proportional share system where each town receives a percentage of the total aid pool based on its "town aid factor" relative to all other towns

Defines "town aid factor" as the product of a town's agricultural property factor, town area factor (capped at 50,000 acres), and population factor (square root of population)

Removes the provision that proportionately reduced individual town distributions when total calculated aid exceeded the statutory limit, replacing it with the new proportional distribution method

Amends Minnesota Statutes 2024, sections 477A.013, subdivision 1 and 477A.03, subdivision 2c
