Updates yellow traffic signal rules to clarify that a steady yellow warns drivers that the related green movement or flashing yellow movement is being terminated

Expands crash reporting requirements to include any bodily injury, removing the previous requirement that the injury must result in immediate medical treatment at or away from the scene

Authorizes electronic attestation as an alternative to sworn affidavits for aircraft registration, including collector's aircraft, recreational aircraft, agricultural aircraft, and small unmanned aerial systems weighing under 55 pounds
