Local governments cannot be required to pay for trunk highway project costs incurred within trunk highway right-of-way that are necessitated by the project, including utility relocation costs

Cost participation limitations apply regardless of facility ownership or whether the project provides nontrunk highway benefits; the commissioner must identify alternative funding sources for costs ineligible for trunk highway fund payment

Limitations do not apply when local governments voluntarily agree to additional work beyond the original project design or scope

Effective July 1, 2025, but does not apply to projects already in the state transportation improvement program before that date with construction starting in calendar year 2025

Appropriates unspecified amounts from the general fund in fiscal years 2026 and 2027 for trunk highway project costs ineligible for trunk highway fund payment
