Local governments (counties, cities, towns) may authorize operation of motorized golf carts, all-terrain vehicles, utility task vehicles, and mini trucks on designated roadways by ordinance alone, removing the current requirement that authorization must be by permit only

Permits become optional rather than mandatory—local ordinances may require permits but are no longer required to do so

Vehicles covered include ATVs, mini trucks, utility task vehicles (side-by-side, four-wheel drive off-road vehicles with engine displacement of 1,200cc or less and dry weight between 1,800-2,600 pounds), and motorized golf carts

Operation restrictions remain in place: sunrise to sunset unless equipped with headlights, taillights, and brake lights; prohibited during inclement weather or when visibility is under 500 feet; golf carts must display slow-moving vehicle emblems

Effective the day following final enactment; amends Minnesota Statutes 2024, section 169.045
