Requires the Commissioner of Human Services to submit the Waiver Reimagine plan to a new Legislative Task Force, the legislature, and all waiver service recipients at least six months before seeking federal approval, and prohibits federal submission without task force approval

Establishes a 26-member Legislative Task Force on Waiver Reimagine with appointments due by September 30, 2025, including legislators, waiver recipients under age 65, disability advocates, county employees, providers, and representatives from various state agencies and councils

Mandates the task force meet quarterly beginning no later than November 30, 2025, to review consolidation of four disability home and community-based waiver programs into two programs, individual budget methodologies, and service planning processes

Requires individual budgets be based on assessed needs rather than service location, including additional resources necessary for individuals to live in the least restrictive environment consistent with ADA and Olmstead Plan requirements

Sets report deadline of January 15, 2027 for the task force, with the Waiver Reimagine Advisory Committee report due by December 15, 2026; task force expires December 31, 2027 or upon report submission
