Amends Minnesota Statutes section 120A.41 to define what counts as "hours of instruction" for secondary schools, including educational experiences that allow students to earn academic credit, are available to all enrolled students, and are supervised by a qualified teacher

Allows educational experiences counted as instructional hours to occur outside the regular school day and week, but not outside the school year

Requires the Department of Education to regularly review and update its policies and reporting requirements to ensure they do not constrain districts from providing the full range of educational opportunities

Preserves student access to all services required under state or federal law, including special education services, and clarifies that the changes do not modify or add pupil units for funding purposes

Takes effect the day following final enactment
