Removes the requirement that American Indian Parent Advisory Committees must "concur with" a school district's educational offerings for the district to carry forward unexpended American Indian education aid funds

Retains the requirement that the Advisory Committee must be "aware of and has approved" the carry forward of funds, but eliminates their concurrence role regarding the district's educational programs under section 124D.78

Amends Minnesota Statutes 2024, section 124D.81, subdivision 2b, which governs the carry forward of American Indian education aid

Districts and Tribal contract schools may still carry forward up to half of remaining unexpended funds to the following fiscal year without aid reduction, provided other conditions are met (following approved plan, proper use of funds, April 1 reporting to Department of Education)
