Delays implementation of new rates for family residential services and life sharing services from January 1, 2026 to January 1, 2029 (or upon federal approval, whichever is later) by amending multiple sections of Laws 2023, chapter 61

Establishes the Advisory Task Force on Family Residential Services to evaluate proposed rate modifications and their impact on existing family residential services and licensed adult family foster care providers

Task force membership includes 10 members: four licensed adult family foster care providers, two Department of Human Services representatives, one lead agency representative, one ARRM representative, and two service recipients, with appointments due by January 1, 2026

Requires the task force to submit a report by August 1, 2027 with recommendations on payment rate methodologies for family residential and life sharing services, and a second report by January 15, 2030 assessing implementation impacts

Appropriates unspecified amounts from the general fund for fiscal years 2026-2029 to support the task force, which expires June 30, 2030
