Appropriates $101.1 million in FY2026 and $82.8 million in FY2027 to the Minnesota Housing Finance Agency for programs including rent assistance ($23 million/year), housing trust fund ($11.6 million/year), family homeless prevention ($18.6 million in FY2026), and the Challenge Program ($14.9 million in FY2026)

Authorizes $50 million in additional housing infrastructure bonds for supportive housing, senior housing, manufactured home parks, single-family housing, and affordable rental construction

Modifies the community-based first-generation homebuyers down payment assistance program by changing eligibility from household-based to individual homebuyer, increasing maximum assistance to 10% of median home sales price, and allowing up to 10% of appropriations for administrative costs

Expands landlord covenant requirements to include maintaining minimum 68°F temperature October through April, clarifies tenant protections for domestic violence victims, and allows tenants to use rent escrow for additional violation types including failure to meet minimum temperature requirements

Repeals the housing support account and associated $450,000 annual transfer, delays effective dates of certain 2023 and 2024 housing law provisions to 2026, and requires multiple agency reports on affordable housing preservation, accessible housing, and public housing repositioning
