Summary of SF 2304 - Minnesota Elections Integrity Act

• Requires photo ID to vote, with acceptable forms including unexpired Minnesota driver's license, state ID, voter ID card, U.S. military ID, or tribal ID containing the voter's photograph and current address; voters lacking photo ID may present certain documents with a photo ID that lacks current address

• Creates a free voter identification card issued by the Department of Public Safety for eligible voters who lack other acceptable ID, with no fees for the card or supporting documents like birth certificates needed to obtain it

• Establishes a provisional ballot system allowing voters unable to provide required ID to cast a ballot that will be counted only if the voter appears before the county auditor within 7 days after the election to verify identity and residence

• Eliminates voter vouching (where a registered voter could vouch for another person's residence) as a method of proving identity for election day registration

• Extends canvassing deadlines from 3 days to 8 days after primaries and from 3-10 days to 8-14 days after general elections to accommodate provisional ballot processing; appropriates approximately $2.4 million for implementation including a public education campaign effective June 1, 2027
