Authorizes the Department of Public Safety Driver and Vehicle Services (DVS) to develop and issue electronic driver's licenses, learner's permits, and Minnesota ID cards that comply with AAMVA Mobile Driver's License standards and ISO/IEC 18013-5 specifications

DVS may contract with outside entities to develop the electronic credential system and may charge additional fees beyond standard license fees for electronic credentials

Relying parties (entities verifying credentials) must use secure encrypted authentication, may only request data elements necessary for the transaction, and must obtain explicit consent before retaining any credential holder data

Physical credential must still be carried when operating a motor vehicle; law enforcement can request physical credential and cannot require surrender of the device containing the electronic credential

Effective July 1, 2026, except rulemaking authority takes effect the day after final enactment
