Extends the deadline for spending, loaning, investing, or irrevocably committing transferred tax increment financing (TIF) funds from December 31, 2025 to December 31, 2027

Clarifies that interest earned on transferred increment may be treated the same as the transferred increment itself, regardless of whether a municipality amends its spending plan

Allows municipalities to amend spending plans prior to December 31, 2025 to extend the use date for transferred increment and authorize use of interest earned, after holding a public hearing

Requires amended spending plans to be signed, approved, and filed with the State Auditor

Takes effect the day following final enactment
